The detailed master plan mentions a medical service focused section, another for visitor accommodation, and parts for the expansion of the Raiders' training facilities. This expansive project seeks to blend high-level sports healthcare with amenities that serve wider audiences, though the sports training center will be more restricted in public access, according to the plan submitted to Henderson officials, as per Las Vegas Review Journal.

The Raiders' plan respects the existing landscape, as the site's east-to-west gradient will shield much of the complex from public view. Additionally, the parking garage planned for the site has been pushed out away from main activity hubs, designed to maintain a minimal visual impact. The project is divided into three phases. It began last year with planning and setting the vision. In Phase 2, a market study was done and development partners were chosen.
