The intention of this notice is not to induce fear, but to raise consciousness about the presence of Bye, whose past misconduct involved unwelcome touching, harassment, and stalking behaviors towards adult women, acts including sexual touching and solicitation made against both acquaintances and strangers encountered in public places. He has since completed his court-mandated sentence and is making the transition back into the community, an action that is routinely monitored but is unable to be governed by law enforcement agencies in regards of where he can live or work.
