Massachusetts Attorney General Andrea Joy Campbell has joined 22 other state attorneys general in filing an amicus brief opposing President Trump's military deployment in California. The brief supports California’s request for a court injunction to block the federalization of the National Guard, arguing that it oversteps presidential authority and infringes on state control.

According to the Massachusetts government’s announcement, AG Campbell stated that deploying armed forces in this context raises legal concerns. The brief argues that the President’s memorandum lacks the legal basis—such as invasion or rebellion—required to justify federalizing the National Guard.

The states also note that there are no signs local law enforcement is unable to manage the situation, making federal intervention unnecessary. The memorandum allows for broad, 60-day use of the National Guard across any state, which the brief claims could interfere with essential state services like disaster response and cybersecurity.

Attorneys General from states including Arizona, Colorado, Connecticut, and Hawaii joined in the filing, led by Washington AG Nick Brown and Delaware AG Kathy Jennings. Kansas Governor Laura Kelly also voiced support.

The filing emphasizes the importance of maintaining state authority and ensuring the National Guard is used appropriately under federal law.
