It wasn't until LARA received a complaint in September 2024 and initiated an investigation that the continued unauthorized service provision came to light. This investigation unearthed that Harmony Manor was still serving at least five individuals with adult foster care.

The escalation of the matter from LARA to the Department of Attorney General in January 2025 culminated in Attorney General Nessel filing for the injunction on February 27, 2025. In a statement made by Michigan's official press releases, Nessel remarked, “Providing care without a license and in unsafe conditions endangers the very people these facilities are meant to protect.” The injunction, which took effect on June 23, 2025, reaffirms Nessel’s commitment to “holding accountable those who endanger the health and safety of some of our most vulnerable.”

Under the terms of the injunction, Harmony Manor and Cheff are now mandated to cooperate with LARA and other agencies in ensuring residents receive the care they need through proper channels. More specifically, they are required to assist in discharging and relocating the current residents to licensed adult foster care facilities. Additionally, as part of ensuring transparency and ongoing safety, Harmony Manor and Cheff are to allow access to the premises for licensing workers, Adult Protective Services workers, Community Mental Health workers, law enforcement, and medical personnel.
