Acting on the insights garnered from months of scrutiny, the detectives targeted two businesses located at different sites, one on the 300 block of West Julian Street and the other on the 1800 block of Sheri Ann Circle, obtaining search warrants leading them to make contact with three adult female survivors at these locations who were provided with resources the operation which spanned 19 states was a coordinated effort involving 157 law enforcement agencies, aimed at routing out illicit massage businesses resulting in 74 arrests and the rescue of 88 survivors.

The suspects, Xiong and Zhao, have been booked into Santa Clara County Main Jail, their roles are deeply tied to the operational management of the suspect brothels.
