Search and Rescue operations depend on volunteers who work in challenging conditions to assist in emergencies. "These volunteers are essential to emergency response in the wilderness, ensuring that anyone who explores Oregon’s natural wonders returns home safely," Governor Kotek said in a statement obtained by Oregon Department of Emergency Management. In her proclamation, Kotek advises adventurers to take precautions to protect their safety and reduce the demand on local search and rescue resources.

Oregon currently has no dedicated state funding for search and rescue operations, leaving local communities to cover most expenses. The Oregon Department of Emergency Management coordinates resources such as air support during missions and works with the Oregon State Sheriffs’ Association, which manages the Oregon SAR Fund. Oregon State Sheriffs’ Association officials say, "Oregon’s SAR teams include over 1,700+ dedicated volunteers who respond to more than 1,000 missions annually." Community members can support Search and Rescue teams by purchasing an Oregon SAR card, which helps fund volunteer training and equipment.
