Felix Wembayama, Victor’s father, and representatives from educational and cultural organizations were also present. Established by President Eisenhower, the Sister Cities International program that underpins such Memorandum of Understanding is designed to foster economic development and enhance understanding through educational and cultural interplay, "The world is strengthened by such bilateral relationships, and I believe it is through conversations like the one we are having today that we can help positively contribute to the larger bilateral connections and rise to the task of stemming the tensions and destabilizing forces that we continue to encounter in the global environment,” said Mayor Nirenberg, not just focusing on the broader impact but also nodding to the current geopolitical climate, as stated by the City of San Antonio.
