The Eden Prairie Police Department celebrated the dedicated service of Det. Carter Staaf acknowledged his notable career during his retirement event. The ceremony, led by Chief Matt Sackett, honored Staaf with the Career Achievement Award, a distinction reflecting his many contributions to the department over two decades. "Det. Staaf began working for the EPPD as an officer in 2000," the chief remarked, detailing his evolution from an officer to a respected detective specializing in street crimes and human trafficking, according to an EPPD blog post.
Staaf's legacy includes the creation of Eden Prairie's human trafficking program, an initiative that shifted the focus towards supporting victims. He was one of the first to champion a victim-centered approach. His work didn't go unnoticed, playing a pivotal role in the I-494 Corridor Group, which carried out 38 sting operations targeting trafficking. He also extended his outreach by collecting essentials for victim response bags and raising awareness through public speaking engagements, the blog reported.
Beyond his investigative achievements, Staaf dedicated 21 years to the Emergency Response Unit and SWAT teams. His involvement in implementing the ICOR robotics program significantly reduced the risk to both human officers and K-9 units by deploying robots in hazardous situations. "He learned how to operate the robots then trained other SWAT members to do the same," the retirement event highlighted. Staaf's skill set also proved crucial in solving major crimes, including a lengthy investigation into a $15-million fraud scheme and high-profile sex trafficking cases in the area.
Staaf's commitment extended beyond the line of duty, as he was also invested in community-oriented activities. For 18 years, he led the department's Polar Plunge event to benefit Special Olympics and orchestrated the annual Toys for Tots drive. He took to standing guard at the Law Enforcement Memorial Association (LEMA) Memorial for 10 years, highlighting a profound respect for his colleagues who have fallen in the line of duty, the EPPD blog recounted.
