
The Harris County Constable's Office reported the apprehension of an alleged child sexual predator, an incident that has the local community on high alert. Joel Torres was arrested yesterday by Constable Mark Herman's Special Victims and Special Operations Unit, according to a press release posted on Precinct 4's official Facebook page.
Following a report of Sexual Assault of a Child on May 23 in the 3100 block of Cimmarron Pass, a juvenile female came forward with accusations that she suffered repeated sexual abuse over a three-year period by Torres, who was a known figure to her. Constable Herman's team conducted multiple interviews and collected evidence to build a solid case against the accused. Torres now faces three counts of Sexual Assault of a Child, and his bond was set at $225,000.00 out of the 228th District Court.
Constable Mark Herman's Office has expressed their resolve and commitment to addressing crimes against children. "This arrest is the result of the relentless dedication and skilled work of our Special Victims and Special Operations Units. We remain committed to protecting our most vulnerable citizens and bringing justice to those who harm them," Herman stated in a release on the precinct's Facebook page.
