According to House Oversight Committee Chairman James Comer, the initiative raises concerns about potential partisan influence. In a statement, Comer said the funding arrangement may allow Bloomberg Philanthropies to influence public policy outside the legislative process. The committee is also reviewing the center’s affiliations and fellow placements, which it says may show a pattern of alignment with Democratic attorneys general.

Chairman Comer’s investigation also examines the relationship between philanthropic funding and political advocacy. According to the House Oversight Committee, Bloomberg Philanthropies’ contributions to the State Energy & Environmental Impact Center may be aimed at influencing environmental legal and regulatory frameworks. The committee is also reviewing the composition of the center’s advisory council, which includes representatives from the renewable energy sector. Investigators say these affiliations raise questions about potential conflicts of interest related to fossil fuel policy.

According to the House Oversight Committee, Chairman Comer emphasized the importance of maintaining impartiality within the offices of state attorneys general, expressing concern that the relationship between Bloomberg Philanthropies and NYU’s State Energy & Environmental Impact Center could undermine public confidence in that impartiality. “The circumstances surrounding the State Impact Center raise questions as to whether participating state attorneys general are acting on independent judgement to best serve the interests of their states’ citizens.” Comer said in a statement. He further argued that the center’s policy influence could have economic consequences, such as increased subsidies, regulatory burdens, and higher utility costs for working-class Americans.
