
In a push to enhance the quality of law enforcement in Missouri, the state's Governor Mike Kehoe has declared an elevation in the Missouri Blue Scholarship's maximum award for law enforcement recruits. This increase, moving the maximum benefit from $5,000 to $6,000, is enabled by an additional $1 million in the Fiscal Year 2026 budget, as reported by the Governor's Office. Since the scholarship's inception in October 2022 through June 2025, a total of $4.49 million has been awarded to nearly a thousand scholarship recipients.
The fiscal boost comes at a time when law enforcement agencies, particularly those in smaller jurisdictions and sheriff's offices, grapple with funding limitations and a shortage of officers. "The Missouri Blue Scholarship Program has made law enforcement training more accessible to Missourians interested in joining the profession and helped bolster the number of licensed peace officers in Missouri," Kehoe mentioned in a statement obtained by the Governor's Office's press release. The FY26 budget, which went into effect on July 1, has expanded the available funds for the scholarship from $2 million to $3 million.
The scholarship aims to mitigate the financial barriers as academy tuition can reach up to $11,725, presenting a daunting proposition for potential recruits. By raising the scholarship cap, the Missouri Department of Public Safety seeks to incentivize more individuals to embark on careers in law enforcement. "Given the price of attending some of Missouri’s law enforcement academies and the shortage of officers around the state, raising the maximum scholarship amount to $6,000 is another way we can support recruitment efforts," conveyed Missouri Department of Public Safety Director Mark James in an announcement underscored by the Governor's Office press release.
Prior to the Missouri Blue Scholarship's establishment, an average of 1,025 peace officers were licensed annually in the state between 2020 and 2022. The numbers, although modestly, have been on the rise since the scholarship's introduction. In 2023, 1,050 peace officers got licensed, and in 2024, the number increased to 1,099. The impact is tangible in departments across Missouri, where scholarship recipients are now on duty. For instance, as of June 30, 2025, among the 81 commissioned officers at the Camden County Sheriff’s Office, 11 were beneficiaries of the Missouri Blue Scholarship; the Fulton Police Department with 25 commissioned officers included 10 scholarship recipients, and similarly impactful numbers are seen within other departments, according to the same press release.
