
On an April afternoon this year, a call of distress led Portland Police officers to the scene of a reported shooting. According to the Portland Police Bureau, the incident, which did not result in any injuries, unfolded in the 15000 block of Southeast Stark Street at approximately 1:47 p.m. Witnesses and evidence at the scene confirmed the firing of shots, though the bullets struck no victims.
An officer with the Enhanced Community Safety Team (ECST) proceeded with the investigation, obtained search warrants, and coordinated an arrest strategy. Then, on June 18, ECST executed these warrants and detained two individuals. The search culminated in the discovery and seizure of two guns, one equipped with an illegal modification—a switch converting it to fully automatic fire, an inherently risky and unauthorized alteration for any civilian armament. Amidst these finds, a 17-year-old girl and a 37-year-old woman faced the consequence of the law's swift hand.
Charged with Attempted Murder in the Second Degree, Unlawful Use of a Weapon, and Unlawful Possession of Firearm, the juvenile was escorted to the Donald E. Long Juvenile Detention Facility. Rachael A. Bailey, her adult counterpart with her own set of charges, including Unlawful Use of a Weapon, Felon in Possession of a Firearm, and Unlawful Possession of Firearm, made the transition to Multnomah County Detention Center.
