A Rockville man is in custody without bond after Montgomery County Police revealed alarming findings stemming from an investigation that originated with a teenage girl's report of being illicitly recorded. The 32-year-old suspect, Javier Armando Pastran Morales, faces multiple charges, and there's a call for potential additional victims to step forward.
Initial reports indicate that on April 17, a 15-year-old girl asserted she was unknowingly filmed by an unidentified man while in the changing room at Urban Outfitters in Westfield Montgomery Mall. Montgomery County Department of Police 2nd District officers took on the case, utilizing their investigative capabilities to pinpoint Morales as the alleged offender. After his May 15 arrest for peeping Tom and visual surveillance violations, authorities seized and examined his cell phone, finding deeply troubling content.
As reported by Montgomery County Police, further investigation by the Special Victims Investigations Division – Child Exploitation Unit uncovered child sexual abuse material, including video evidence of sexual acts involving a small dog and additional photos suspected to be produced by Morales himself. These findings led to a secondary arrest last Friday and additional charges, including manufacturing child pornography, sex abuse of a minor, distribution of child pornography, aggravated cruelty to animals, and possession of child pornography.
Presently detained at the Montgomery County Central Processing Unit, Morales' case is generating concern within the community. The Child Exploitation Unit of Montgomery County Police is actively urging individuals with knowledge of Morales or related incidents to come forward.
