"This is about turning the page and doing right by San Diegans," Gloria said in a statement obtained by Inside San Diego. He stressed the importance of transforming this civic debacle into a community asset.

Without directly investing city funds into the project, San Diego will loan the building's value to 101 Ash Venture LP, which will then pay rent and repayments over time. This financial strategy allows the project to progress without additional cost to taxpayers while securing long-term city revenues. The development plan includes residential units for a range of family sizes and incomes specifically targeted at those with 30% to 80% of the area median income, a demographic most vulnerable to homelessness.

District 3 Councilmember Stephen Whitburn pointed out the potential benefits for residential life and area revitalization. "Converting this vacant office building into affordable housing will be a huge help to the many residents who eventually find a home there," Whitburn told Inside San Diego. The added community services, like a childcare center and retail spaces, are set to enhance the quality of life and stimulate the surrounding Civic Center area.

The project's initial pace began in 2023 when the City sought redevelopment opportunities, leading to today's agreement, with contingencies in place should financing not be obtained. According to the deal, 101 Ash Venture LP will lease the building as-is, take responsibility for all construction-related processes, and maintain the property for the term's duration. At the end of the 60-year lease, the improved building and land ownership will revert to the city, ensuring advantages for the community for years to come. Construction is anticipated to commence in the spring of 2026.
