In the coming school year, Socorro Independent School District (SISD) is reinforcing its commitment to ensuring that every child receives a fitting and inclusive education. According to Socorro ISD, children eligible for special education will be given a free, appropriate public education starting on their third birthday until their 21st year. Additionally, SISD will be offering services to children with auditory and visual impairments, including those identified as deaf or hard of hearing, visually impaired, or deaf-blind, from birth.

Identifying and aiding students with disabilities is a top priority for the district. A child must meet eligibility guidelines in one or more areas that significantly affect the student's ability to progress adequately without specialized instruction. Services are available to those residing within the district boundaries and meet open enrollment criteria, as per the FDA Regulation. For students who may be struggling, SISD encourages parents to learn more about the general education referral or screening system offered, which links students to various support services before considering a referral for special education evaluation.

The process to request an evaluation for special education services is designed to be parent-friendly. If parents believe their child requires additional support, they can verbally or in writing request an evaluation, and the district is required to provide prior written notice of its proposal or refusal to evaluate. Following consent, an evaluation must be completed and a report delivered within 45 school days. Yet, it should be noted that verbal requests do not bind the district to the 15-school-day response timeline.

Regarding student records, SISD policies maintain access to personally identifiable documentation while upholding strict confidentiality standards. Information may be released to school officials, including teachers, who have a legitimate educational interest. Notably, the district mentions that "The school must maintain a record of access," which indicates all parties that have requested or gained access to a student's records. This ensures transparency and the trust that sensitive information is protected unless consent for its release is given.

Equality in education is a stated objective of SISD, which offers Career and Technical Education (CTE) and special education among a wide variety of programs. Discrimination, based on race, gender, disability, age, or any other prohibited basis, is not tolerated within its educational services, programs, or activities. Inquiries about the application of Title IX and other discrimination laws can be referred to officials identified in the public notice. Moreover, the district pledges to take measures to ensure that a lack of English language skills does not become a barrier to admission or participation in its programs.
