His run with the law began when he was arrested in June 2022 attempting to smuggle 25 pounds of methamphetamine from Mexico. However, he managed to skip bail only to become more entrenched in illegal activities. As a "stash house" operator, he played his part to maintain and distribute large quantities of drugs from July 2023 through March 2024.

When Garcia was apprehended once more in March 2024, he was caught transporting methamphetamine along with a firearm. The broader investigation, which eventually led to his indictment, involved a total of 15 individuals, uncovering some downright striking figures: over 12,900 pounds of methamphetamine, more than 50 pounds of fentanyl mixture, 39 pounds of cocaine, and 22 pounds of heroin were seized, based on information obtained through the U.S. Attorney’s Office for the Eastern District of California.

The operations by this drug ring were sophisticated and, to put it simply, creative. Utilizing portable projectors and batteries under the guise of a legitimate transport business, they managed to sneak heavily forbidden drugs across the border. They even went as far as to pack semi-trucks full of methamphetamine, and to top it all off, liquid methamphetamine was hidden in gas tanks of cars. This elaborate ploy was all part of an operation the FBI named Toxic Waste, which ultimately saw its demolition in June 2024.

The successful dismantling of this organization and prosecution of individuals like Garcia Jr. can be chalked up to a concerted effort by various federal agencies, including the FBI, Homeland Security Investigations, and many others. Assistants U.S. Attorneys Justin J. Gilio and Cody S. Chapple were the ones prosecuting the case against this ring, part of a significant crackdown effort by the Organized Crime Drug Enforcement Task Forces (OCDETF). Garcia's sentencing also falls under Operation Synthetic Opioid Surge (S.O.S.), a program explicitly designed to combat the high-stakes synthetic opioid epidemic that has claimed too many lives and disrupted countless communities.
