Last Saturday, a tense stand-off in a residential neighborhood ended peacefully when an armed suspect, draped in body armor and reportedly wielding an assault rifle, surrendered to deputies from Constable Mark Herman's Office. The incident began with a weapons disturbance call at a home on Chappel Creek Drive, where James Osburne is said to have discharged a weapon in the backyard and threatened to kill a woman inside the premises.
Osburne had already fled the scene by the time deputies arrived; however, they were able to track him to a nearby residence where he was initially uncooperative. After what could have escalated into a violent confrontation, the deputies negotiated a surrender, which culminated in Osburne giving up without further incident, as reported by Constable Mark Herman's Office.
Following his arrest, James Osburne now faces charges for Aggravated Assault with a Deadly Weapon and Retaliation, after he made threats against a Constable Deputy present at the scene. His booking was processed at the Harris County Jail, and he is currently anticipating a bond hearing in the 182nd District Court.
