
The City of Citrus Heights is taking assertive action regarding the future of Sunrise Mall, commissioning a pre-condemnation appraisal specifically for the segment belonging to Namdar Realty Group. This move is geared towards gathering concrete details about the property's value, crucial for informed decision-making and establishing a groundwork for potential transformation.
According to Citrus Heights' official website, expressed by City Manager Ashley Feeney, there is a strategic intent to permanently turn the aging shopping center into a community hub. "The Council's vision is clear: Sunrise Mall must become a vibrant destination that serves the community and drives economic vitality," Feeney explained. This appraisal is poised to help carefully plan the next steps and is fueled by an ongoing commitment to rejuvenate the mall in alignment with the Sunrise Tomorrow Specific Plan.
The City has been actively engaged in the mall's revitalization efforts since 2021. The Sunrise Tomorrow Specific Plan, a community-centric initiative, was developed after considerable public input. It envisions the 100-acre site as a dynamic mixed-use area. Despite challenges, including reported maintenance and safety concerns at the Namdar-owned property portion, which led to a Notice to Abate in June 2025 after an inspection in May, the City is unwavering in its pursuit of improvement.
