In an ongoing effort to curb retail theft, Clackamas County has seen a recent crackdown result in numerous arrests thanks to joint operations by local law enforcement. On April 3, 17 alleged shoplifters were nabbed as they targeted various retail establishments throughout the county. The coordination, involving the Clackamas County Sheriff's Office and Wilsonville Police Department, has highlighted the ongoing battle against property crime in the area, according to Clackamas County.

District Attorney John Wentworth, in a public address referenced by Clackamas County, detailed the aftermath of the arrests. Wentworth stated, "My office vigorously prosecutes all retail theft cases referred to us." With some items stolen in excess of $1,000, the repercussions for such acts are significant. Wentworth additionally noted that, while shoplifting has direct costs for businesses, consumers ultimately bear the brunt through increased prices.

As of August 20, out of the individuals detained on April 3, five have been convicted, five are awaiting trial, and three have not appeared in court. One case has been dismissed due to insufficient evidence, while three juveniles, caught in the midst of these activities, have been handed over to the Juvenile Department for intervention.

The arrested individuals face charges ranging from Second-Degree Theft—covering stolen goods valued between $100 and $1,000—to Third-Degree Theft for items under $100. Penalties vary: Second-Degree Theft can bring up to 364 days in jail and fines of $6,250, while Third-Degree Theft carries a maximum of 30 days in jail and a $1,250 fine. Among those arrested was Skyler David Kobernick, accused of stealing $269.91 worth of merchandise from a Target store. He was sentenced to 25 days in jail and probation, as per Clackamas County. Authorities noted Kobernick is also facing additional charges in multiple counties.

Another case involved Leslie Kay Manley-Knauer, a repeat offender with prior convictions, sentenced to five days in jail for pilfering $189 worth of goods from a Fred Meyer store. Notably, Manley-Knauer was previously convicted of a theft exceeding $1,000 and was banned from all Fred Meyer locations, as informed by the aforementioned Clackamas County statement. In yet another incident, Trumaine Griffin, with a substantial criminal history, stands accused of stealing $761 worth of items and is currently sought after failing to appear in court.

Funding for the retail theft mission has been partially sourced from the Organized Retail Theft (ORT) Grant Program, bestowed upon the Clackamas County Sheriff's Office by the Oregon Criminal Justice Commission, as noted by Clackamas County. This grant falls under the aegis of Oregon Senate Bill 900, passed in 2023, which has injected $686,000 into local law enforcement for FY2024-25 to battle organized retail theft and ensure offenders are held responsible for their actions.
