In previous positions, Carter has cultivated a reputation for effective leadership and practical knowledge in disaster response and hazard mitigation and has managed to build strong interagency relationships that Coconino County Manager Andy Bertelsen insists are invaluable; he lauded Carter, saying, "He is a strong leader who excels in interagency coordination, and we are fortunate to have him on our team," demonstrating gratification and confidence in Mr. Carter's capabilities, as reported by the Coconino County.
Before becoming Emergency Management Director, Carter managed the Coconino County's emergency alerts, worked on budgets, secured grants, and supervised staff. His background in adult probation and juvenile court helped prepare him for these roles. Now, he leads a team of six and oversees the county's Emergency Operations Center.
With a focus that's firmly placed on ensuring the safety and resilience of Coconino County's residents and visitors, Carter appears poised to meet the challenges that come with the role of Emergency Management Director, and for those interested in staying alert to the potential hazards within the region, Carter's team has made it possible to sign up for emergency alerts through the county's dedicated emergency management webpage, offering a direct link to bolstering community readiness and safety.
