A U.S. Army soldier based at Fort Campbell has been arrested on charges related to child sexual exploitation, according to a public announcement from the office of the Acting United States Attorney for the Middle District of Tennessee, Robert E. McGuire. The soldier, identified as Robert Cecilio, 39, of Clarksville, Tennessee, is accused of using social media to solicit and obtain explicit materials from minors.

Documents released by the court show Cecilio was engaged, from May 1, 2024, in exchanges on Snapchat with at least three underage girls. During this time, as if confirming our deepest fears, more than 8,400 instances of contact—including messages, images, and videos—were shared between Cecilio and one victim alone. He was arrested after being detained by Army CID Special Agents and Military Police Officers on August 8,  as he tried to enter Fort Campbell.

Following his apprehension, Cecilio admitted, after waiving his Miranda rights, to possessing multiple Snapchat accounts and stated he used these to communicate with several minor girls. According to the official documents, Cecilio's confession revealed a disturbing pattern of "inappropriate sexual communications" and the receipt of what he knew to be child pornography.

The charges brought against the soldier are serious, with a conviction carrying a minimum mandatory sentence of 15 years in federal prison. The case, which has attracted the attention of the FBI's Nashville Field Office and the Department of the Army Criminal Investigation Division, is being prosecuted by Assistant U.S. Attorney Monica R. Morrison. It forms part of Project Safe Childhood, a DOJ initiative aimed at tackling the widespread issue of child sexual exploitation and abuse across the internet.
