The Senior Executives in State and Local Government program, based in Cambridge, Mass., united a broad range of public servants, including mayors, state agency directors, and law enforcement officials, to navigate the complex landscape of public management and governance.
During the program, Miller along with over 70 fellow leaders, were mentored by eminent Harvard faculty, delving into subjects like crisis management, negotiation, and the challenges of steering change in today’s dynamic society. "It was a learning opportunity of a lifetime attending the Harvard Kennedy School’s Senior Executives in State and Local Government program," Miller articulated, her statement accessible from a news release on Town of Garner's official website. Insights on adaptive leadership, the applications of AI in public sector, and maneuvering the politics of change were among the takeaways for Miller from her experience at Harvard. This enriching experience, Miller believes, equips her with fresh perspectives to bring innovative management practices to her role as Town Manager of Garner.
Appointed by the Town Council in May 2024, Miller stepped into the town manager's office with a strong background in municipal governance, carrying more than two decades' worth of experience. This includes tenure as deputy manager for Durham County, an impressive 16-year stretch as deputy city manager for Williamsburg, Va., and a prior role as assistant town manager for Garner. She boasts an educational portfolio well-rooted in public administration, with degrees from Virginia Tech and accolades from several esteemed leadership programs, according to the same Garner Town news release.
