Gov. Kathy Hochul has touted the completion of a monumental $3.4 billion financial sprint for improving water infrastructure across New York state, calling the investment a win for affordability and public well-being. According to an announcement from the Governor's Office, the cash flow has allowed for the advancement of 328 local water projects within the Fiscal Year 2025, marking a significant 55% increase from the previous year's fund allocation. And with this uptick, New York solidifies its commitment to clean water, with a knockout of an estimated 30,000 jobs expected to be filled due to this initiative.
In what has cemented the Environmental Facilities Corporation's (EFC) role as New York's go-to for water infrastructure banking, the injection of both state funds and federal money through the Infrastructure Investment and Jobs Act has enabled groundbreaking moves for the cleaner drinker of water and reliable sewage systems. "With EFC’s record $3.4 billion investment, along with millions in additional State funds from partner state agencies, New York is delivering on its promise of affordable, reliable and safe water for all New Yorkers," Hochul is quoted in a statement obtained by the Governor's Office. Her administration's push for economic growth tied to water's purity drives home a narrative of interlinked prosperity.
Under Governor Hochul's direction, the State Revolving Funds have translucent into advantageous financial vehicles for local governments, offering loans and subsidies at rates well below market level. Maureen A. Coleman, EFC President and CEO, lauded this financial edge by saying, "Surpassing $3.4 billion in financial assistance this year reflects the leadership of Governor Hochul and EFC in delivering high-impact, cost-effective solutions for New York’s water infrastructure." As detailed in the Governor's Office official report, leveraging every federal dollar into three through strategic maneuvers cements the Empire State's position at the fore of innovative clean water financing.
Hochul’s hefty investments highlight not just numbers, but also communities benefiting tangibly—cleaner water, robust jobs, and reinforced resilience against extreme weather. Reflecting New York's progressive spirit, the Governor's Board-approved clean water scoreboard now publicly accessible via EFC’s Project Impact Dashboard. As per the EFC’s annual Program Metrics Report, these strides are monumental markers in Governor Hochul's environmental odyssey, which champions the hopeful arc toward layered civic improvement and sustained public welfare.
Comments from key figures in environmental protection and infrastructure underscore the significance of these investments. Particularly, New York State Health Commissioner Dr. James McDonald emphasized the importance of making historic investments in drinking water and infrastructure upgrades. “The State Health Department’s Bureau of Water Supply Protection will continue to partner with the Environmental Facilities Corporation to secure financing options for municipalities, as cost should never be a barrier to the protection of public health,” McDonald told the Governor's Office.
With the application period for the next round of EFC’s Water Infrastructure Improvement Grants underway, New York remains steadfast in its mission to lead in sustainable, affordable, and community-focused clean water solutions. Gov. Hochul has also inked in an additional $500 million for water infrastructure in the upcoming budget, scaling New York's total investments since 2017 up to a staggering $6 billion. New Yorkers—whether upstate or in the bustling hubs of the city—are poised to reap the life-giving benefits of these initiatives for generations to come.
