According to the Office of the Governor, the plan follows Green's 2025 State of the State Address and details his administration's goals for the coming years. The report is divided into two sections: the first addresses immediate challenges such as environmental protection and wildfire recovery, while the second focuses on long-term solutions for financial and housing issues.
Hawai‘i is taking steps to address crises like the 2023 Maui wildfires, illegal firearms, and healthcare challenges, with programs such as the Healthcare Education Loan Repayment Program. Governor Green said, "Our people deserve an affordable and resilient Hawai‘i and it is my sincere honor to turn these plans into action." The state is also addressing the affordability crisis through the Green Affordability Plan, tax adjustments, faster construction of affordable housing, and reducing the Hawaiian Home Lands waitlist, using initiatives like the kauhale model to address homelessness. "We are making real progress toward building stronger communities," said Governor Green, as reported by the Office of the Governor.
Hawai‘i's economy has low unemployment and a growing tourism sector. A 2024 festival brought together delegates from Pacific Island nations. Governor Green said, "I encourage the public to join us in meaningful dialogue and collaboration to advance these priorities for the greater good of Hawai‘i."
