
On Wednesday, a routine patrol turned into an alcohol-infused fender bender when deputies with Constable Mark Herman's Office responded to a call on the 1440 block of Louetta Road, where two vehicles had reportedly collided in what was described as a minor accident. When they arrived, the scene showed a familiar story on our roads—drunk driving mixed with recklessness.
Amid the crash and sirens, William Phelps was identified as the at-fault driver. Deputies quickly determined he was intoxicated and arrested him. According to a Precinct 4 Facebook post, Constable Mark Herman stated, "William Phelps was arrested and booked into the Harris County Jail, charged with Driving While Intoxicated," with the courts slapping a $5,000 bond on him out of County Court 15.
