Deputies from Constable Mark Herman's Office arrested Rodney Bowers after responding to a welfare check on the 14900 block of Mueschke Road. Authorities found Bowers lying on the side of the road and determined he had an open felony warrant for indecent exposure with prior convictions. EMS evaluated him at the scene before deputies proceeded with the arrest.
According to Mark Herman, Harris County Constable Precinct 4's Facebook post, Bowers was booked into the Harris County Jail on the open warrant. His bond was set at $50,000 by the 339th District Court.
