The increases, set to take effect on August 1, were communicated to neither the Department of Agriculture nor the farming community, despite many rulemaking meetings previously held across the state to discuss feedlot permitting.

In what has been seen as a blindside move by the MPCA, fees are to sharply rise, adding significantly to the financial burdens of the state's farmers. Agriculture Chair Aric Putnam voiced his concerns, "The significant increase to feedlot permit fees announced by the MPCA comes as an unwelcome surprise to our farmers. These new costs will add hundreds and in some cases thousands of dollars to farmers’ already stressed budgets," as reported in a statement obtained by senatedfl.mn.

There is a sense among producers that updating the feedlot permitting process is necessary, yet the manner in which the fee increases were introduced has been a source of contention. 

Senator Putnam further elaborated on the sentiment among farmers and the industry's readiness to engage in constructive dialogue, "I’ve talked to hundreds of farmers, and most aren’t opposed to updates to feedlot permitting. But they are rightly concerned about being shut out of the process – and that’s what happened today," he told senatedfl.mn. The MPCA's decision is expected to quickly ripple through Minnesota's agricultural sector, potentially to visibly impact the costs of doing business for farmers across the state.
