
The heat turned up in Washington as Rep. Travis Couture, the House Republican budget lead, leveled serious allegations against state Democratic lawmakers over sweeping Medicaid cuts. Couture claimed, "Democrats didn't just cut Medicaid. They cut out the truth and blamed others," as per the Washington State House Republicans.
Details emerged from the nonpartisan Office of Program Research spotlighting that the budget passed by the Democrats axed approximately $782 million from Medicaid, composed of $446 million in federal funds and $336.5 million state matching dollars. Services caught in the crossfire included general medical care, aid for those with disabilities and seniors, and long-term care assistance. In the words of Couture, reported by the Washington State House Republicans, "That is not just astonishing — it is disgraceful."
Couture did not hold back in his criticism, accusing Governor Bob Ferguson of hypocrisy, citing his disparagement of federal policies while implementing state-level cuts. Couture's expressed frustration was with cuts made even before H.R.1 took effect because of a budget passed by legislative Democrats and signed by him. The representative provided no quarter in his condemnation of these decisions, which, according to his statement, were obscured behind a facade of attributing blame elsewhere.
Adding insult to injury, Democrats have also levied new taxes on hospitals – setting them back by an estimated $120 million in 2026 and escalating to $239 million annually by 2027. Consequently, the tumult in Washington's hospitals, which have already weathered losses exceeding $4 billion since 2021, looks set to continue. The Washington State Hospital Association's calculated losses paint a grave picture of the healthcare landscape, hinting at the tangible fallout from these financial decisions.
In the midst of this budget fray, Couture extols the actions of House Republicans who endeavored, unsuccessfully, to shield Medicaid reimbursement rates from the chopping block, only to be rebuffed by the Democrats. Couture reserves the final jab for what he sees as a misallocation of funds, claiming Medicaid money was diverted to fatten paychecks of bureaucrats and legislators themselves. He urged the Democrats to "end the hypocrisy, own the damage they’ve done, and fix it before it costs lives," as noted by the Washington State House Republicans.
While the dialogue around the budget remains contentious, Couture and his Republican cohorts are prepping for the upcoming 2026 legislative session.
