Norris Helms, who had a previous DWI conviction, underwent Standardized Field Sobriety Tests by Constable Deputies. The tests showed he was intoxicated. His blood alcohol level was 0.195, more than twice the legal limit, as stated by the Harris County Constable Precinct 4.
