Residents of Wright County looking to get behind the wheel have a bit more convenience today, thanks to the recent legislative amendment that allows third-party proctors, like the Wright County License Center, to administer the class D written exam an unlimited number of times. Previously, anyone who had failed the test three times was required to retake it at a state exam station. This often resulted in scheduling headaches and prolonged wait times, given the Department of Vehicle Services' (DVS) already packed appointment calendars.

According to a statement from the Wright County License Center, the County worked hand-in-hand with DVS to introduce and pass this beneficial change. "We have advocated for improvements to the third-party proctor program to ensure accessibility to the Class D knowledge exam as well as a better customer experience," the announcement highlighted the center's proactive approach.

Introduced as a response to the ongoing COVID concerns and a pre-existing backlog, the third-party proctor program has been instrumental in offering more access to necessary testing. Since the Wright County exam room began operating in May 2022, more than 10,000 class D exams have been administered. Enhancements to the program included offering the exam in eight languages, complete with audio support, and extending the testing limit time from 30 minutes to an accommodating 40 minutes.

The recent legislation, spearheaded by Wright County and officially in effect as of August 1, 2025, ultimately expands the role of the third-party proctor, allowing them to serve customers beyond their third exam attempt. "This change positively impacts customers seeking a class D written exam by allowing them to utilize both state exam stations and third-party proctors to take their exam," detailed the Wright County License Center. This move effectively spreads the availability of testing services across the state, potentially reducing the strain on state-operated facilities and providing customers with a more diverse array of testing locations and options.

For those looking to schedule a written exam or walk in for one, the Wright County License Center has made it possible on Tuesdays, Wednesdays, and Thursdays from 8 a.m. to 11 a.m. Appointments for these services can be booked up to 30 days in advance, providing Minnesota drivers with the flexibility they need to navigate their path to legally hitting the roads.
