Zanesville, OH - The final chapter in a notorious fraud scheme has reached its culmination with the sentencing of Marquis Conner, an inmate part of a Georgia prison cohort convicted for running a con operation from behind bars. Judge Kelly Cottrill, having presided over the case, handed down a four-year sentence to Conner on Monday, August 18, after he pled guilty to engaging in a pattern of corrupt activity, as reported by the Muskingum County Prosecutor's Office.
The fraudsters, which included an incarcerated rapper named Emmitt Wells along with Johnathan Ford, Chason Stein, and various accomplices outside the prison, exploited the sex offender registry to target their victims across the country. Using illegal phones within the confines of the Georgia Bureau of Prisons, they impersonated law enforcement officials to extort registered sex offenders, tricked into transferring money to dodge fictitious arrests.
The intricate scheme came to light following reports to the Zanesville Police Department. The investigation, spearheaded by Detective Sgt. Phil Michel, revealed an extensive network involving Cashapp and Walmart transactions and unraveling communications via numerous phone companies. The detective's diligent efforts reached into the depths of the Georgia prison system, where a surprising discovery was made—music videos posted online appeared featuring the inmates flaunting contraband and drugs.
