Applegreen, the Ireland-based company, has officially stepped back from its plans to redevelop 18 Massachusetts highway service plazas, ending months of speculation and negotiation. Citing unresolved contractual terms and daunting legal threats from a rival bidder, the company terminated lease discussions with MassDOT, as CBS News Boston reported.
In a statement obtained by Boston 25 News, Applegreen highlighted "commercial realities" paired with costly ongoing litigation from an opposing bidder, which were putting the project's timeline and financing at risk, compelling them to exit the deal. Challenging Applegreen's win in court, Waltham-based Global Partners claimed their bid was significantly higher than Applegreen's proposal.
Following the withdrawal, the state's transportation leaders are now on the hunt for a new developer to take on the service plaza project. They are committed to enhancing the travel experience in Massachusetts with high-quality service plazas, though no further details have been disclosed on the specifics of this endeavor.
Both Applegreen and MassDOT engaged in a three-month negotiation period with hopes of reaching an agreement on the redevelopment of these crucial transportation hubs. MassDOT awarded Applegreen a 35-year contract in June, which entailed reconstructing nine rest stops and upgrading an additional nine. However, "Applegreen and MassDOT have not reached agreement on definitive terms for the redevelopment of 18 motorway service areas in Massachusetts," the Irish company said, and thus could no longer proceed. In response, Massachusetts Transportation Secretary and CEO Monica Tibbits-Nutt stated that it was now evident that Applegreen was "no longer the right partner to deliver on this project," as she told CBS News Boston.
Eric Slifka, CEO and President of Global Partners, the competitor in question, emphasized his firm's readiness to offer a "low-risk" transition plan and pointed out lingering questions about ethical concerns regarding the contract process. In light of Applegreen's departure, Global Partners appears prepared to attempt a step into the role vacated by their rivals, as per statements made to CBS News Boston.
