Garland's fresh short-term rental (STR) regulations, with a focus on improving neighborhood living and guest safety, are now being enforced as of today. According to an announcement made by the City of Garland, these measures came into effect following a city council vote last Tuesday.
The updated ordinance presents significant changes: a minimum stay of 48 hours per booking is now required, a restriction has been placed against STR guests from on-street parking, and an annual inspection is mandated for all STR properties. Operators will now shoulder an annual license fee of $500. Furthermore, they are legally obligated to hold proof of liability insurance, with applications necessitating the inclusion of a floor plan. To stay ahead of potential infractions, hosts are advised to arrange annual inspections, maintain active insurance, and communicate rules clearly to guests regarding parking, quiet hours, and trash.
In the event of violations, an STR property can have its license suspended after three strikes within a twelve-month window. For those with repeat offenses, a Compliance Agreement with more stringent operating terms may be imposed. "To ensure compliance, STR hosts are encouraged to schedule annual inspections, keep liability insurance active, and provide clear house rules to guests regarding parking, quiet hours, and trash collection," the City of Garland's announcement details.
Concerns regarding STR operations can be reported either through eAssist or by dialing 311, with urgent matters, such as noise or parking disputes, to be routed through the Garland Police Department's non-emergency line at 972-485-4840. An officer's response will kickstart a follow-up by the Code Compliance division. Those in need of more information or assistance can reach out to Code Compliance at 972-485-6400 or drop an email to [email protected].
