White, with a career beginning in 1983 from Spring, Texas, served the Navy for 37 years until his discharge in 2020. His credentials are impressive: A Professor-of-Practice at the Naval Postgraduate School, founder of OneNetworkConnection, LLC, and leadership roles including the Commander, United States Fleet Cyber Command, and Director of Intelligence for United States Indo-Pacific Command. The Governor's office cites White's vast experience in the naval forces and his academic accomplishments, which include a Bachelor of Science in Mechanical Engineering and a Master of Science in both Systems Technology and Strategic Resource Management.
Governor Abbott had previously highlighted the necessity of the Texas Cyber Command in his 2025 State of the State Address, subsequently making good on the promise by signing the establishment into law by June.
