Governor Kathy Hochul has announced a major investment of over $636 million to expand broadband access across New York State. Approximately $391 million of the funding is allocated to internet service providers, who have committed an additional $245 million in matching funds. The initiative aims to improve connectivity at nearly 54,000 locations currently classified as unserved or underserved, according to a press release.

The proposed broadband expansion covers the entire state, focusing on the remaining one percent of locations that currently lack internet access. The plan includes deploying a fiber optic network to approximately 31 percent of these areas, while around 44 percent will be served through fixed wireless technology. The remaining 25 percent are designated for satellite service, based on subscription benchmarks, as part of the broader effort to achieve universal internet access. Hope Knight, President and CEO of Empire State Development, expressed support for Hochul’s vision, affirming a commitment to "closing the digital divide means opening doors for families, businesses, and entire communities," as she told the Governor's office.

The funds allocated for this ambitious upgrade hail from the more than $664 million set aside by Congress as part of the Bipartisan Infrastructure Law through the BEAD program in 2023. Not merely a monetary infusion, this allocation opens up new avenues for broadband adoption, enabling cost-effective internet solutions in multifamily residential buildings and beyond. With matching funds totaling over $245 million, the 11 awards are being distributed to various service providers like Archtop Fiber, CBN Geneva, and Space Exploration Technologies Corp., as the initial report details.

Senator Charles Schumer described the initiative as a major advancement and a long-term investment in the state’s infrastructure, while Senator Kirsten Gillibrand emphasized its importance in addressing the digital divide. Additional support came from Representatives Paul Tonko, Grace Meng, Joe Morelle, and Ritchie Torres, as well as State Senator Kristen Gonzalez and Assemblymember Steve Otis, all of whom highlighted the program’s significance in enhancing educational, economic, and social connectivity for New Yorkers across the state.

Through the ConnectALL initiative, New York is aiming to become a leader in digital infrastructure, committing over $1 billion to reshape its digital landscape. Efforts include the development of municipal broadband networks, the implementation of statewide digital equity plans, and the rollout of the ConnectALL Deployment Program.
