The Gresham Police Department has recently found itself at the center of a controversy following the arrest and resignation of one of its officers, Hector Carranza. As reported by the City of Gresham’s official website, Carranza tendered his resignation effective as of September 5, 2025, severing his ties with the department amidst a criminal investigation that was sparked by a complaint received back in November 2024. According to the City of Gresham, the complaint led to Carranza’s immediate administrative leave and an inquiry by an external agency.
Ensuring that the investigation was both thorough and unbiased, the department had called upon an outside agency to take over the inquiry. It was upon the conclusion of this investigation that Carranza was arrested on July 31, said the department. Despite the arrest, the former officer was on leave pending completion of the criminal process. Having joined the force in 2014, Carranza’s arrest now stands as a stark contrast to the department's commitment to service and integrity.
The Gresham Police Department, as they've reassured the public, holds its employees to "the highest standards of moral and ethical conduct," as per the City of Gresham. They emphasize that "criminal conduct by any employee of the department is a serious violation of these values", making it clear that the values of service, integrity, and respect underscore all aspects of their policing work.
The Gresham Police Department will continue to cooperate fully with the investigation. The Oregon State Police and the Multnomah County District Attorney’s Office are handling the criminal investigation and prosecution.
