
A Maryland caregiver has been handed down a sentence in a case of abuse against a vulnerable adult under his care, according to a recent announcement from U.S. Attorney Jeanine Ferris Pirro. Fouodzing Mbord, 49, received a sentence following an incident in November 2023, where he was caught on camera striking a bedridden stroke victim. The sentencing, which took place in Superior Court, resulted in Mbord being placed on probation for a year after his 180-day jail sentence was fully suspended by Superior Court Judge Errol Arthur.
Mbord, who had been employed as a home health aide, was responsible for a patient requiring round-the-clock attention. On November 12, 2023, he was filmed striking the victim on the backside, an action he later justified by claiming the victim had passed gas in his face during cleaning. Despite being confronted by the victim's sister after she reviewed the security footage, Mbord threatened to repeat the abuse if the behavior continued. Authorities were alerted to the abuse on November 19, and Mbord was subsequently arrested the following day. The Justice Department's statement outlined these details.
The victim's sister had installed security cameras in the victim's residence on I Street SE out of concern for her brother's well-being. It was through this footage that the disturbing events came to light, showing a naked vulnerable adult being struck by his caregiver. During the legal proceedings, Mbord pleaded guilty to one count of abuse of a vulnerable adult – injure or threat to injure, and was sentenced last Friday, as detailed by the same press release.
The case was investigated by the Metropolitan Police Department alongside the Medicaid Fraud Control Unit of the D.C. Office of the Inspector General (DC-OIG), with commendations for their work by both U.S. Attorney Pirro and Inspector General Daniel W. Lucas. Special Assistant U.S. Attorney Emmanuela Charles, detailed from the DC-OIG, was acknowledged for her role in prosecuting the case.
