The Mecklenburg Board of County Commissioners has approved renaming the Land Use and Environmental Services Agency (LUESA) building in honor of Rusty Rozzelle. The building will now be known as the Russell S. Rozzelle Office Building. Rozzelle served as program manager of the Storm Water Services Water Quality team for 45 years until his passing on May 13 at age 68, as per the Mecklenburg County News.

Rozzelle’s work focused on the preservation and restoration of local water resources. His achievements included guiding Mecklenburg County organizations in securing the state’s first joint NPDES permit and coordinating the Post-Construction Stormwater Ordinance in 2008, which balanced construction needs with protection for endangered species such as the Carolina heelsplitter mussel.

Rozzelle was also known for his team management and workplace collaboration. Mecklenburg County Storm Water Services Director Don Ceccarelli noted Rozzelle’s commitment to his staff. The newly renamed building on Suttle Avenue will recognize his contributions to environmental management and county operations.
