Breaking new ground in the pursuit to combat housing affordability issues, New York City Mayor Eric Adams has launched the construction of 283 affordable homes alongside a spanking new Arts Center in Brownsville. This significant move is a collaborative effort between the city and developers to foster an inclusive hub catering to both the housing needs and cultural pursuits of the community. The Brownsville Arts Center & Apartments (BACA) project, positioned at 366 Rockaway Avenue in Brooklyn, is a testament to the city's commitment to affordable housing, with units earmarked for individuals and families earning between 30 and 70 percent of the area median income.
In what's been described as an unprecedented push for affordable housing, BACA is projected to not only offer low-cost living spaces but also a 28,000 square-foot cultural arts center that includes performance and studio areas designed for community arts groups. Mayor Adams affirmed the project's scope, stating that it's "all about making New York City the best place to raise a family," according to a statement on the NYC Mayor's Office website. The project reflects Adams administration's drive to make New York City a 'City of Yes' — a term coined to signify the creation of homes and community spaces across the metropolis.
This sprawling $254 million project, which gets underway with a substantial sum of nearly $100 million in city subsidies, is not just a stand-alone initiative but part of the broader Brownsville Plan. The plan envisions the infusion of more than 2,500 new affordable homes into the neighborhood supported by an investment topping $1 billion. Acting Commissioner of the Department of Housing Preservation and Development (HPD) Ahmed Tigani highlighted the intention behind BACA as "more than housing — it's a vibrant cultural hub that will spark creativity, foster opportunity, and instill pride," in a statement on the NYC Mayor's Office website.
Developing BACA are partners Gilbane Development and Blue Sea Development, alongside Artspace Projects, Inc. All electric and gunning for the highest of environmental building standards, the development is slated to achieve certifications including the Passive House Institute US 2021 CORE standard and LEED Platinum, marking a step towards sustainability. With construction having commenced in July 2025, BACA is set to wrap up by December 2027. As part of his administration's housing strategy, Mayor Adams shared monumental figures, with close to 427,000 homes created, preserved, or planned thus far, additionally unveiling the "City of Yes for Families" to propagate the construction of family-friendly neighborhoods across New York City, as outlined on the NYC Mayor's Office website.
With a clear nod towards bolstering tenant protections and aiding homeowners, the Adams administration has not only expanded its "Partners in Preservation" program but also scaled up the Homeowner Help Desk, as per the NYC Mayor's Office.
