"Ensure trick-or-treaters are accompanied by an adult and walk in groups," the City of Norman's statement advises. One recommendation for those looking to maintain visibility during their nocturnal jaunt is to "wear bright, easily visible costumes and clothing and carry a flashlight or some other alternative lighting source." Indeed, safety is the paramount concern on a night traditionally associated with spirited frolic.
Not to be forgotten are the motorists who share the road with roaming ghouls and witches.
