A 25-year-old Pittsburgh man has been charged with the death of another man whose body was found in the Ohio River. Jose Soto faces criminal homicide, conspiracy, and robbery charges after the deceased, 41-year-old Stephen Williams, had been reported missing since last Sunday and was later discovered dead last Tuesday.
