Two men from West Sacramento have been indicted on federal charges involving drug trafficking and firearms. James Kenney, 45, and Kevin Leacy, 31, were charged in a multi-count indictment announced by U.S. Attorney Eric Grant, as reported by the U.S. Attorney's Office.

A federal indictment charges Leacy with 13 counts, including being a felon in possession of firearms and possessing a firearm in furtherance of drug trafficking. According to the U.S. Attorney's Office, Leacy was convicted of armed robbery in 2013 and is prohibited from having firearms, but on August 28, he was allegedly found with a Glock 23, a Sig SP 2340, and a Ruger LCP. The indictment follows a May 2025 investigation into a drug trafficking group in West Sacramento, where investigators say Leacy and Kenney were involved in selling fentanyl and methamphetamine. Both were arrested during a motel raid where officers found cocaine, fentanyl, and methamphetamine.

As part of Operation Take Back America, a Justice Department initiative focused on illegal immigration, cartels, and violent crime, Kenney faces 10 years to life in prison and up to a $10 million fine if convicted, while Leacy faces at least 15 years because of a firearm charge, along with the same maximum penalties. The U.S. Attorney’s Office stated the charges are allegations, and both men remain presumed innocent until proven guilty, with sentences to be decided by the court under federal guidelines.
