California is making strides in the arena of carbon management, with Governor Gavin Newsom signing new legislation that seeks to cut climate pollution by fostering the growth of the carbon capture, storage, and removal market. The move, as reported by the Governor's official website, underlines the state's dedication to combating the climate crisis and tailors a fresh trajectory for the emerging 21st-century industry.
Under this legislation, SB 614, authored by Senator Henry Stern, California paves the way for the development of dedicated pipelines that will transport carbon dioxide from its capture points to designated underground storage formations. This development can potentially revitalize the way the state addresses its role in the larger environmental context, notably as the prior federal administration had rolled back on incentivizing similar initiatives.
"Carbon management is a critical pillar of California’s world-leading efforts to cut climate pollution. I’m signing this legislation to put our state on the leading edge of an emerging 21st Century industry that will not only help us address the climate crisis but create good paying, skilled jobs," Newsom was quoted on his office's website.
The legislation, SB 614, builds upon the already established foundation laid by SB 905, which was part of the Climate Commitment in 2022. It is designed to streamline the state's adoption of best-in-class regulations for carbon dioxide pipeline safety, a notion echoed by co-author Assemblymember Petrie-Norris. "Carbon capture is an important part of the climate puzzle – we need CCUS technologies to deliver on our climate goals and build California’s clean energy future," Petrie-Norris espoused, adding that the regulations will foster California’s climate progression, while spurring investments and creating jobs across the state.
California's climate leadership has an established record of accomplishment, managing to decouple economic growth and carbon emissions successfully. The state's greenhouse gas emissions have dipped by 20% since 2000; meanwhile, its GDP saw a 78% increment – all achieved while scaling up to the stature of the world's fourth-largest economy. Additionally, in the realm of clean energy, California has made significant leaps, with 2023 data showing the state running on two-thirds clean energy and even achieving 100% clean electricity on some days of that year. In the timeframe of the Newsom Administration alone, battery storage has catapulted to over 15,000 megawatts, marking a staggering growth from prior capacities.
