The North Carolina Department of Adult Correction has recently announced the promotion of Charles Raiford to Judicial District Manager for District 3, as reported by the department's official press release. Raiford, a seasoned veteran with nearly two decades of experience, will now manage community supervision for Carteret, Craven, Onslow, Pamlico, and Pitt counties.
With this role, Raiford is expected to oversee a significant cohort of 160 probation and parole officers and staff who are directly responsible for the supervision of over 4,100 individuals, these individuals are on probation, parole, or post-release supervision which underscores the gravity of Raiford's oversight responsibilities. Leslie Cooley Dismukes, Secretary for the Department of Adult Correction, lauded Raiford's "dedication and commitment" in a statement, and Tracy K. Lee, Deputy Secretary for Community Supervision, expressed confidence in his experience and his valuable contributions to a number of working groups and committees.
Raiford's career began in 2006 as a correctional officer at Neuse Correctional Institution; he quickly moved up the ranks, serving as a probation/parole officer in multiple counties before becoming a chief probation/parole officer in 2013 and later an assistant judicial district manager in District 8. His specialization includes working with security risk groups and sex offender populations, and he has been a part of the DCS Violation Workgroup and other committees relevant to policy and supervision contact. His career achievements earned him recognition as the Division 1 Assistant Judicial District Manager of the Year in 2023, reflecting his standing amongst his peers and the institution itself.
Holding a bachelor's degree in Psychology from North Carolina Agricultural and Technical State University, Raiford is further sharpening his leadership skills through his current participation in the NCDAC Correctional Leadership Development Program.
