
Rafael Castellanos-Felipe, 49, wanted for multiple counts of sexual assault against children, was nabbed by the U.S. Marshals led Northern Ohio Violent Fugitive Task Force (NOVFTF) in Strongsville, Ohio, as recently relayed by the U.S. Marshals Service. The arrest happened on Monday, September 29, after the Plainfield Police Department in New Jersey initiated an investigation into the allegations against Castellanos-Felipe, which warranted a subsequent arrest warrant issued last Saturday, September 27.
Early in the morning following the issuance of the warrant, the U.S. Marshals New York New Jersey Regional Fugitive Task Force (NYNJRFTF) kick-started an investigation into Castellanos-Felipe's whereabouts. It was believed that the suspect had fled New Jersey because he was facing criminal charges. The NOVFTF responded to the location where Castellanos-Felipe was believed to be hiding. Castellanos-Felipe was ultimately arrested at an apartment in the 17500 block of Whitney Rd. in Strongsville, and was booked into the Cuyahoga County Jail to await extradition to Union County, New Jersey.
In Strongsville, U.S. Marshal Pete Elliott credited the swift and effective coordination between New Jersey and Ohio law enforcement, stating, "Law enforcement in both New Jersey and Ohio acted quickly to ensure this predator was investigated and arrested to ensure the safety of children in both communities," as was detailed in the press release from the U.S. Marshals Service. The capture of Castellanos-Felipe was a collaborative effort that saw input from various agencies, including federal, state, and local levels of law enforcement, demonstrating the power of interagency cooperation.
