In a move that aims to ease the financial burden for many, Cook County has updated its Homeowner Relief Fund, opening doors for more applicants by easing the eligibility requirements and extending the application deadline. In a recent announcement, Cook County Board President Toni Preckwinkle, and Commissioner Bridget Gainer revealed these significant changes which now allow homeowners who have seen at least a 30% increase in property taxes during the 2021, 2022, or 2023 tax years—a decrease from the previous 50% threshold—to apply for assistance.

This $15 million program is designed to be a lifeline for homeowners grappling with the rising cost of property taxes, offering a one-time payment of $1,000 to those who qualify. "We want to ensure as many eligible Cook County households as possible are able to apply for this measure of relief,” said President Preckwinkle. Likewise, Commissioner Gainer emphasized the program's role as a crucial safety net, stating, "The Homeowner Relief Fund is the culmination of over a year of outreach, research and policy advocacy that will allow us to provide relief to homeowners in need of a lifeline as we work towards sustainable property tax relief."

Interested Cook County homeowners must meet the revised requirements where they experience a significant property tax hike, have a household income at or below 100% of the County’s Area Median Income, and occupy the property as their primary residence. The new deadline set for applications is Oct. 31, 2025. It should be noted, homeowners who have previously applied don't need to reapply; their applications will automatically be reconsidered under the expanded criteria.

Launched on Sept. 29, 2025, the program provides immediate aid while Cook County continues to tackle the larger goal of property tax reform. Cook County's PTAX, an assembly of separately elected offices, is spearheading this comprehensive reform effort—one that considers system-wide changes to stabilize the region’s property tax system. Support and further guidance can be obtained through various community-based organizations scattered across the county, with assistance offered in multiple languages.

Beyond the relief this fund offers, Cook County is also investing in other programs to foster more affordable homeownership opportunities. These include initiatives like the Cook County Modular Homes Pilot Program and the Cook County Down Payment Assistance Program. Additionally, the county provides resources such as Cook County Legal Aid for Housing and Debt and 211 Metro Chicago to support residents facing wider financial challenges. Further details can be obtained from the county's official website, where applications and additional homeowner assistance information are accessible through Cook County's Homeowner Relief Fund page.
