
On Thursday, Governor Greg Abbott announced the appointment of Brandon L. Simmons as the Director of Institutional Policy and Oversight, guiding the Texas Higher Education Coordinating Board Office of the Ombudsman. This office plays a critical role as an intermediary among the state's higher education institutions, lawmakers, and the public, with responsibilities that include financial compliance, data reporting, and oversight functions. Abbott emphasized that Simmons' tenure is at the pleasure of the governor and his appointment awaits Senate confirmation. In a statement released by the Office of the Texas Governor, Abbott expressed confidence in Simmons' ability to lead Texas higher education to new heights of excellence.
"Texas continues to lead the nation with more top-ranked research universities and programs than any other state," said Governor Abbott. "In order to maintain this lead, we must place the success of Texas students first." The governor believes that Simmons' extensive background is set to directly and significantly contribute to the state's higher education landscape. Before his new appointment, Simmons was already a familiar face in Texas' academic boards, having been a part of the Texas Southern University Board of Regents where he was confirmed by the Texas Senate in May 2023 and served as chairman from October 2023 to the date of his current appointment, as stated by the Office of the Texas Governor.
Simmons boasts a robust academic and professional background. Not only has he been a technology company executive and a venture capitalist, but also a corporate lawyer. Brandon Simmons, a Houston resident, has ties with Wiley University in Marshall, where he was honored as a Distinguished Professor of Business and previously held the position of Entrepreneur in Residence. His educational credentials include a Bachelor of Arts from the University of California, Berkeley, and a Juris Doctor from Stanford Law School, punctuated by a clerkship for Chief Judge J.L. Edmondson on the U.S. Court of Appeals for the Eleventh Circuit post-law school. His accolades include the John W. Gardner Fellowship, awarded in conjunction by Stanford University and the University of California, as reported by the Office of the Texas Governor.
The Office of the Ombudsman, under Simmons' direction, will aim to further project Texas as a vanguard of educational preeminence. With his extensive governance experience on both corporate and nonprofit boards, Simmons is positioned to closely scrutinize and potentially refine existing policies to align more robustly with institutional and student success metrics.
