Houston police have made a second arrest in connection with the fatal shooting of 15-year-old Kenneth Payne at a gas station on the evening of September 19. A 15-year-old juvenile, whose identity is protected due to his age, has been charged with murder and referred to Harris County Juvenile Probation Authorities, according to the City of Houston.
The incident occurred at 5330 North Braeswood Boulevard following a disturbance that escalated to gunfire, resulting in Payne being rushed to a hospital at 7600 Beechnut Street, where he was pronounced dead, as reported by the City of Houston.
