On the evening of September 28, deputies from Constable Mark Herman's Office stopped a vehicle in the 900 block of E Richey Road. The driver, identified as Isaac Tobar-Morales, showed clear signs of intoxication, leading to a roadside investigation.
According to a post from Constable Mark Herman's Facebook page, the deputies conducted Standardized Field Sobriety Tests on Tobar-Morales, which confirmed their suspicions. Investigation uncovered that the driver's alcohol content was sitting at a perilous 0.193 — a figure that eclipses the legal limit by more than twofold.
Following the incident, Isaac Tobar-Morales found himself under arrest and subsequently booked into the Harris County Jail. The charge laid against him was Driving While Intoxicated. The bond for Tobar-Morales was set at an undeniably low $100.00, and was arranged out of County Court 13.
