In a startling development connected to a near-drowning case involving three children, Liberty police officer Lt. Ramiro Lozano has been placed on suspension. According to reports from Click2Houston, Lozano is under investigation for unauthorized access to Domingo Quintana, the children’s father, who was jailed at Liberty County Jail on unrelated charges.
The series of events began when Quintana, facing animal cruelty charges, was visited and later picked up from jail upon posting bond by Lt. Lozano, a fact confirmed by the Liberty County Sheriff’s Office. The precise circumstances allowing this contact, and whether Lozano offered financial help to Quintana, remain unclear. Following this questionable conduct, the case has been handed over to the Texas Rangers for further scrutiny, as noted in a statement obtained by ABC13.
The near-tragedy unfolded on September 30, when Quintana alerted 911 about a grim scenario where his wife allegedly administered NyQuil to their children before attempting to drown them. Law enforcement found Quintana and two of the children, ages 6 and 15, alert at the pond's edge, with the mother and an 11-year old daughter unconscious in the water. They were all transported to Memorial Hermann Hospital for treatment. "It was bizarre and breathtaking to see what deputies and investigators faced upon arriving at the scene,” Capt. David Meyers said, as mentioned by Click2Houston.
Currently, custody of the children has been assigned to the state, pending the investigation’s outcome. In a recent hearing, the children were placed with relatives, a decision made amid the backdrop of Quintana's troubling involvement with Lt. Lozano.
